Job Creation and Partisanship

This article is local, recent, and relevant to our discussions. I found it very interesting.

The author makes the case that community-level organizations are dissociated from the partisanship of Washington, and thus are more effective. The examples he uses are isolated and not necessarily representative of the nation as a whole, but I think his call for "pragmatism" and "investments in small and medium-size companies" can be widely applied.

Do think job creation works best with partisanship, without partisanship, or somewhere in between? Does it function differently nationally than it does locally?
