Ideas for Senate Reform


Check out this paper by Senator Merley (D. Or.) calling for procedural reform of the Senate. It also discusses ways to enhance collegiality, which David Brooks identified as a key reason for Gridlock. Procedural reform is exceedingly difficult because it requires individual senators to give up their power to block things in order to enhance their power to accomplish things. That should be an attractive bargain, but the problem is that you have to give up the power at one time for the expactation that the power will be enhanced at a later time.
